This solved my problem in the following situation:
Maya 2012 64-bit Subscription Adv. Pack SP 1 running on Windows 7 Pro 64-bit.

Initially, the symptom I was having was the "no connection could be made". I then tried Maya 2011 64-bit and resubmitting an old job. I started getting errors similar to toe "..cmdjob.exe error 5.."

I saw this post today so I uninstalled BB 2012.1.0.1571, installed BB 2012.1.1.1575, resubmitted the job from Maya 2012 and it worked!

I highly recommend updating Backburner 2012 to the latest version.
